<p>Local officials in Oceanside saw a sharp rise in calls for police service and resident complaints related to e-bike usage. According to city data, e–bike–related incidents rose from 69 reported calls in 2021 to more than 900 in 2025. <strong>That&#8217;s more than a 1,200% increase!</strong></p>
<p>Many of these involve unsafe riding behaviors, like weaving through crowds, ignoring stop signs, or carrying passengers on bikes not designed for it.</p>
<p>So this week, the Oceanside City Council unanimously approved amendments to the city’s existing e-bike and mobility device ordinance. Their stated goal is to strengthen community safety while encouraging responsible riding.</p>
<h3>Old Rules</h3>
<p data-start="0" data-end="282">Oceanside already had a pretty detailed bicycle and “regulated mobility device” ordinance on the books. Adopted in 2024, it covers e-bikes, scooters, skateboards, etc.</p>
<p data-start="0" data-end="282">The main rules governing all riders are shown below.</p>
<h4 data-start="341" data-end="369">Where you can’t ride</h4>
<ul data-start="370" data-end="1037">
<li data-start="370" data-end="562">
<p data-start="372" data-end="562">No riding on the Municipal Pier or Pier ramps, and also not at the Oceanside Pier Amphitheater or Junior Seau Beach Community Center area. <span class="" data-state="closed"></span></p>
</li>
<li data-start="563" data-end="867">
<p data-start="565" data-end="867">Restricted zone near the beach and community center: bikes and mobility devices are prohibited on certain stairways, walkways, and sidewalks within the Junior Seau Beach Community Center plaza area, including an area described as bounded on the west by The Strand. <span class="" data-state="closed"></span></p>

<li data-start="868" data-end="1037">
<p data-start="870" data-end="1037">No riding in drainage facilities (culverts, ditches, channels, etc.) or in public athleticor sports courts or gymnasiums. <span class="" data-state="closed"></span></p>

<h4 data-start="1039" data-end="1092">Sidewalk Operation</h4>
<p data-start="1174" data-end="1599">If you’re riding on a sidewalk, there&#8217;s a 10 mph speed limit, you must ride in the same direction as street traffic, and take extra precautions around pedestrians (including a clearance rule on narrow sidewalks).<br /><span class="" data-state="closed"></span></p>

<p>The following regulations are NEW and were added to Oceanside&#8217;s existing laws.</p>
<p><strong data-start="1485" data-end="1535">1. Police Can Now Seize Bikes</strong></p>
<p data-start="1537" data-end="1653">Under the updated ordinance, Oceanside police are now authorized to <strong data-start="1605" data-end="1641">temporarily confiscate an e-bike</strong> if a rider:</p>
<ul>
<li data-start="1657" data-end="1729">Is cited for reckless operation or a failure to observe safety laws;</li>
<li data-start="1730" data-end="1784">
<p data-start="1732" data-end="1784">Commits two or more violations within 12 months.</p>
</li>
</ul>
<p data-start="1786" data-end="2000">The seizure is temporary, and the bike can be returned once the case is resolved, often through participation in an approved safety course rather than fines or court costs. <span class="" data-state="closed"></span></p>
<p data-start="2002" data-end="2171">The goal isn’t punishment, but deterrence: giving riders a real reason to pay attention to safety and avoid repeat unsafe behavior.</p>
<h4 data-start="2178" data-end="2235"><strong data-start="2182" data-end="2235">2. No More “Double Riding” </strong></h4>
<p data-start="2178" data-end="2235">Another important change is a ban on carrying passengers on e-bikes that aren’t designed with a passenger seat. Whether you’re riding along the boardwalk or through neighborhoods, only bikes built for two people are legally allowed to carry an extra rider. <span class="" data-state="closed"></span></p>
<p data-start="2522" data-end="2754">This rule aligns local code with California Vehicle Code standards and is intended to reduce loss-of-control incidents that can happen when bikes are overloaded or not designed for extra weight. <span class="" data-state="closed"></span></p>
<h4 data-start="2761" data-end="2804"><strong data-start="2765" data-end="2804">3. Education First — But With Teeth</strong></h4>
<p data-start="2806" data-end="2893">Oceanside already had an &#8220;education first&#8221; policy, and while the new measures add enforcement tools, the city still emphasizes education:</p>
<p data-start="2895" data-end="3075">✔ Riders may attend free bicycle and e-bike safety classes offered by the Oceanside Police Department as a way to resolve minor citations. <span class="" data-state="closed"></span></p>
<p data-start="3077" data-end="3258">✔ Seized e-bikes will be returned once safety requirements are completed, and owners will not be charged extra storage or impound fees. <span class="" data-state="closed"></span></p>
<p data-start="3260" data-end="3492">Oceanside wants to encourage responsible riding habits without overly penalizing riders, especially younger riders who might be less familiar with the rules of the road.</p></div>
